In an effort to entice current Fannie Mae and Freddie Mac borrowers to refinance, both agencies have adopted the HARP (Home Affordable Refinance Program) program established by the federal government. Loans closed and sold to Fannie or Freddie prior to May 31st, 2009, in most cases are eligible, as long as the borrower has been making their payments on time. This new refinancing program is not appraisal based.
Softer underwriting guidelines, no LTV (Loan to Value) or CLTV (Combined Loan to Value) requirement and, in many cases no appraisal, make it far easier for most borrowers to take advantage of these historically low interest rates.
